1. Combine olive oil, vegetable oil, cider vinegar, also sugar inside a saucepan; bring to a boil, remove from heat, also cool to office temperature.
2. Stir pinto beans, black-eyed peas, corn, onion, celery, red bell pepper, also cilantro together inside a large bowl. Pour cooled oil mix on top of bean mix also toss to coat.
